I have written the worthless utilities comm. several times and they and xcel are basically a partnership and the puc always approves what xcel wants... This is why i have written the atty. general's office and several of the state of colorado reps. Morgan carroll at least acknowledged the problem with xcel. The other reps i mentioned above did nothing are basically worthless.
