<quoted text>Good Morning Topix! Good morning to all.My everyone has been busy here on topix. You do bring up a good point, If I am up to my ears in scandal please do something about it! Come on down to the Common Council Meeting on tues at 7pm and march right up to the podium and bring your case on! Its easy, anyone can do it! I hope to see you there!
Alderman Burleson,

You came onto Topix, bravely enough, clearly identifying yourself (for which I have to tip my hat to you) and stating your willingness and eagerness to communicate with the citizens of this City using this internet social media.

So, someone brings up, on this social media, what you admit to be a "good point."

But here you are, not answering the question on the social media, but rather insisting that it be brought up at a council meeting with all the resulting intimidation.

Since you're the one trumpeting your own horn about using Topix to communicate, since you got asked the question on Topix, how about just answering the question on Topix?

Once again, why did you see fit to NOT advertise the new Assessor's position and accept resumes and interview interested and qualified candidates? Why were you in such a rush do which, on the surface, seems to amount to creating a position for a specific individual and railroading them into the appointment?

Since this is not a question about the job performance of any individual but rather a question about City hiring processes, there's no good reason at all to not answer it here publicly on Topix.

Bare with me. I'm just trying to make sense of this.
I didn't realize the assessor position is a civil service position. Was it when the assessor position was filled through the County or did it become a civil service position most recently after the contract with County was broke and at the time Ms. Presta was appointed? Was it a civil service position when Arv (the old assessor) had it?
Do you know if Billings at the County was consulted before the position was filled?
<quoted text>
In three different votes over a course of about five minutes at the January, or maybe February, council meeting, the Common Council voted to:

1. Terminate their contract with Herkimer County to provide assessor services to the City.

2. To create the position of City Assessor as an employee of the City of Little Falls.

3. To appoint Ms. Presta to that position.

So, then, the job became a civil service position of the City of Little Falls at that time. What concerns me, once again, is the immediate hiring of a particular individual to that newly-created position, rather than advertising it and accepting resumes, and doing interviews, and all that good stuff than open and good governments are supposed to do with respect to hiring personnel.

That is too much to ask so long as Bob Peters is the mayor. He does what he wants, regardless of whether it is smart or stupid, legal or illegal, or rational or irrational.
The fact that there are indeed people who do whatever they want, regardless of whether it is smart or stupid, legal or illegal, rational or irrational, is why we have insane asylums and jails. Am I right, Alderman Burleson?

If you truly believe that something has been done wrong in hiring an Assessor, then come on down to the Common Council and explain it to the entire Common Council. who knows? Maybe you will get the results you desire. But it wont happen here on topix, only in person at the Meeting will you have your chance.

If indeed all the decision-making in the hiring process was above board, how come you refuse to explain it to us here on Topix? Especially considering how you don't seem to have the slightest hesitation about discussing all the details of County processes here on Topix, you're hesitation about explaining to us the details of the decisions that you personally made are, well, to put it as nicely and objectively as I can, puzzling to me.

What's the point of you being here on Topix, Dave, if you're unwilling to answer a straightforward and simple question about a vote you publicly cast in council, when posed by a constituent?

Ah, but haven't you been watching him "knuckle" all day? He's ducking and refusing to answer a simple and straightforward question. In my book, that's knuckling.

I've been watching Dave for some time. If he actually had an answer to my question, he'd tell us. He'd repeat it 50 times.

I'm wondering out loud if there is a difference between being "hired" for a job in this city (or any other city for that matter?) and getting "appointed" for a postition by the City Board? Does the city have to follow standard civil service hiring practices for a political appointment? If they do NOT need to follow standard procedures then I think we need to have a rule change and require that any appointment made by the City Board go through the same procedures as a regular hire.

2nd paragraph from the City's website:

"The City of Little Falls has an assessor appointed by the City Board for a period of six years."

Did you notice on your link to the City website, that the email contact information is a herkimercounty.org email?

On another note, I don't know the answer to your question, BUT, seriously, the whole concept of taxation is founded upon the concepts of equity and, above, all, objectivity. If there is any lesson from this fiasco, it's that the assessor certainly should NOT be a political appointee.

Your evasiveness on this issue is, I think, very telling, especially considering how often you trumpet your "ideas" about any other issue. You are avoiding this question and you are doing it for a reason. I think we don't know specifically why, but it has to do with covering your own a$$.

You do this while going on here and asking other people to explain themselves (people whom we can't even be sure are reading Topix).

You are not fit to serve this city. Please resign, now.

Most political appointments still have to follow standard hiring practice.
The city assessor position should never be a political appointment.
If I'm understanding correctly once the city hired a assessor it becomes a civil service position. The way to get around that is to hired someone hourly in a temporary position.

We all know it was political, Peters should have tabled the whole thing and continued the county contract to completion. Judas Dave is only Peters mouthpiece.
