Oh it is a luxury, a man with a shovel and sump pump can do the same thing a vactor can. But the city guys are to effing lazy for that. Most would be fired anyplace else, here they are so far up Boobies a$$ nothing can be done. That is just one of those dirty little secrets we won't talk about. Similar to a treasurer who won't disclose the finances to anyone.

So what's up with the Treasurer?

Are we talking embezzlement, or mere incompetence? At a minimum, it seems that we might be discussing a case of criminal gross negligence, if the treasurer is unable to give accurate financial data to the Mayor and to the Council upon demand.

The one thing which everyone seems to agree upon is that the bills for one department are routinely paid with the funds for another department. This would seem a guaranteed way to leave behind a virtually untraceable mess. This looks like a hole big enough to drive a vactor through.

And, BTW, since nobody has bothered to point it out, the notion that just because someone is an elected official doesn't make him answerable to anyone is totally wrong. Elected officials are ALWAYS answerable, at least theoretically, to someone. Even the President is answerable to Congress if he commits a crime, and can be indicted and impeached by them. Surely no podunk City Treasurer is above the law, if the law is willing to enforce itself.

I imagine all of you have seen the city crews using the current vactor. That's why you are speaking from such a position. Also, you must of dug through city streets to fix a water leak with a shovel and a sump pump. Because you are all experts on this matter. I'm no expert but I have dug ditches and drainage with shovels and I have used sump pumps to clear water so I could put footings in. I could not imagine how difficult it would be when attempting the same task in a city street fixing a water main. I agree we cannot afford the vactor, but ease on back to reality.

I spent a few years working for a construction company that did win a few municipal bids. You can jackhammer out the concrete, dig out the material with a backhoe. When you get close to the water main, you pump and shovel. Is it easy, hell no, but that is the way it is done most of the time. No construction company is gonna shell out 300 grand for a vactor.
