How dumb can a Mayor be signing checks thAT HAV'NT BEEN FILLED OUT. WAS THIS MAYOR TRYING TO SET THIS CLERK UP. SHE SHOULD BE REPRIMANDED ALSO FOR USING SUCH DUMB JUDGMENT! A
