Surprise man slits his own throat after officer Tasers him

Surprise police deployed a Taser on a man early Tuesday as he held a knife on a Surprise street.

I don't understand how this could happened the way the police officer said. Because when someone is bening tasers you loss all control of your. There more to this story. Was the officer train in how to deal with that kind of situation? I don't think so. He should of call for back up first,before he take matters into his own hand very bad judgement that cause a man his life.
