I think you just answered your own question. If you want an easy way to control growth just stop building schools. People with children will locate elsewhere and Fairhope and the Gulf Coast of Alabama can spend taxpayers' money to cure the lack of infrastructure that they keep obsessing over. Or, they can place an extra tax per child on parents for the cost of educating them. I suppose that will send parents running once they have to assume the price of education to a greater extent then they are now.
