SO FAR IT SOUNDS LIKE HYNES HAS HIS IMAGINATION RUN WILD.
DeVecchio hears there is a contract out on a fellow that his informant may be part of. He tells the informant if that is what you are going to do you better not.
What would you expect any FBI agent or cop to do if he believes he may have the person who is going to kill someone - wait and see if it happens?
This is why J.Edgar Hoover denied there was a Mafia - it would bring allegations of corruption, warranted, or not.

You know it is commonly known the FBI induced Gregory Scarpa to go to Mississippi to 'gather' information in what became the movie "Mississippi Burning".
One gets close to the informants over a long period of time. If you don't get close you don't get information.
This wouldn't be the first time a murder contract has been cancelled after a law enforcement officer finds out about it and stops it.
The cop already knows he is dealing with a thug that should be arrested, but it is more productive to make the person an informant.
They talk about crimes committed all the time. DeVecchio didn't find this fellow in a monastary.
I am not defending the FBI. They ain't no angels. They will let innocents go to jail if it suits their purposes. But what was testified to by Agent Favo is a stretch.
