I want to know why, since there is an obvious ban an on pit bulls and rottweielers in our community; why there is a van driving up and down the street advertising bitbulls for sale and today while I was sitting outside, I see a rottweiler, not on a lash running down the road. Hey,,,, You have a law in effect...uphold it.....

You should check the laws in the city you are talking about. While you are correct that PitBulls are illigal in Bismarck, Rottweilers are not illegal in Bismarck or Mandan. However, leashes are required and they are also required to be no longer than 12 ft if the dog is out of their yard.
