"Lum retired in 2006 after the county Board of Ethics voted to remove him as the chief".

Then we read this: "[Lum's] U.S. District Court case--alleging wrongful termination"

I'm sure I just don't understand Lum's definition of retirement. But it sounds like he got to keep his benefits (since he retired himself), and now he wants to screw the county over with a shibai lawsuit.
