Con man asking for gas as Walmart and Kroger

There's a man that I have had the misfortune of running into on three separate occasions at Walmart on Nicholasville twice and the Kroger in Tates Creek Centre.
The first encounter with him I was parked at Kroger and he came up to my car saying his vehicle ran out of gas and did I have a can. I didn't roll down te window I just shook my head no.
The second time was two days later in the Walmart parking lot. Same guy, came up to my car asking for a gas can saying he ran out of gas. I then realized it was a scam. When I confronted him about it he ran. I called the police and talked to the officer about it. He said its the same guy that's been doing it at the mall (based on my description).
Two months later here he was again. He didn't see me but I watched him try to pull the same scam on a young couple in the Walmart parking lot. I approached him and again called him out. He tried to deny it. I said okay, wait right here then while I cal the police. He then handed the money back to the couple and took off. But not before yelling to me "That's alright, call the police. It will take them 40 minutes to get here anyway.
He took off running again. I don't know I'd they ever caught him.
Anyway, I'm posting this and giving you guys a description so that you don't get scammed too.
He's probably 5'8 inches tall, stocky build, bit of a beer gut. Has dark brown hair, wears a goatee and mustache, wears a camo baseball cap, jeans and work boots. He drives what appears to be an older model rust colored jeep or some type of truck like that. It's not rusty, that's just the actual color of the vehicle.

So you got all of those details but didn't think to get the license plate number?

this guy approached me at meijer. I will hit him with my car the next time he approaches me, the police don't do anything to them so I'll take matters into my own hands

Tried to pull this on me with his fiend and a pick up truck, I said no money---no change. Can't help ya!

So what? Just give him some money or don't. Beggars are nothing new to society. I mean he's not scamming you if he's not trying to sell you something. There's no law against asking somebody for something. Yet.

There are professional beggars all over town. The same guy has been working the off-ramp from New Circle to Gtown road for at least 5 years. Have seen him arrested twice...but he's still there!

And then there's a guy who works the restaurants near BWW's on South Broadway...he's there every day for lunch...has been "working" there at least 3 years.

You can make a decent tax-free salary doing this, if you find a place with a high-volume of suckers!

actually panhandling is illegal in all 50 states

While I normally do not like beggars I see an issue here. Understanding that panhandling is illegal, one would think, what is wrong with it. It is charity at that point, and I see nothing wrong with it as it is up to the individual as to if they wish to fork over money. That is how a free society works, is it not.

However, as it is, the same thing is still happening, just in a different context. But it is perfectly legal for the state to STEAL MY MONEY and give it to these same individuals whom the law says we cannot give to. What happened to charity, this is not charity, it is theft. Talk about hypocrisy.

However, the law is rarely enforced. But in the case of the heckler the OP and others talk about then the law would be enforced.

Only problem is the law states "public streets" and does not mention parking lots of stores, and so forth, which are not public but privately owned property.

This is a job. These people can make good money. There is a guy that works all the hotels etc on I 75 and never gets caught.
I run off the local beggars all the time and have had a few arrested. They are just lazy and it is easy. Don't give any money to the ones at Upper and Maxwell. That one guy probably has a nice portfolio.
Some people are down on their luck but the con artist have stolen from them as well. Cannot feel right about giving them money. I have given them good food and then see them throw it down. 2279

I only saw his truck the first time he told me he was broke down and needed gas. That was obviously before I knew he was lying. The other two times he was on foot and ran.

This guy approached me at Walmart Nich Rd and asked first for a gas can and then for money. When I told him I had no cash, he suggested I could use the ATM in Walmart to get some. Right...I'm curious (and female) if all these people are female that he's approaching?

I am female and that's exactly what he asked me the first and second time he approached me. First for a can, then for cash. The third time I saw him running his scam he was asking a young couple for a gas can or cash. I saw them hand him cash and that's when I called him out. He handed them back their money, told me to go ahead and call the police because it would take them 40 minutes to get there. Then he took off running. This was also at Walmart on Nicholasville road.
Times are tough for everyone. I have three kids and until April of this year my husband had been out of a job for over a year. We almost lost our house to foreclosure and a lot more but we would never resort to scamming people out of money.

This guy is such a scummy loser. If I see him out again I'm going to take his picture before confronting him and let everybody know who he is.
