Yes, but you have to apply for it in North Dakota. You also can only open carry if the weapon is holstered to your forehead, not back of the head, but forehead. Safety concerns.

You can carry open in the state of ky. Just don't have a ice cream cone in your pocket in Lexington, it's still against the law.

A loaded or unloaded firearm or other deadly weapon shall not be deemed
concealed on or about the person if it is located in any enclosed container,
compartment, or storage space installed as original equipment in a motor vehicle by
its manufacturer, including but not limited to a glove compartment, center console,
or seat pocket, regardless of whether said enclosed container, storage space, or
compartment is locked, unlocked, or does not have a locking mechanism

I am law enforcement officer in Covington, KY and I carry a ccdw also. I have been stopped in my car and I just showed the officer my ccdw along with my DL and informed him I was armed. He responded, Thank you and just leave it in place. I believe that this was the proper thing todo.

what a moron !!! Go to kentucky state police website and all all carry laws are there . This 3 moves or 2 moves that's all redneck horse shit . That must be if you are pulled over down in the hollar !!!! If a cop pulls u over you for sure do not want it on the seat or on the dash or anywhere but in the factory glovebox on the dash locked or unlocked loaded or unloaded or concealed on u or concealed in the car if you have a ccdw lic.. It is the proper way to carry in the car if you do not have a ccdw lic to have in the factory glovebox on the dashboard not the middle one between seat or tray under the seat because then it becomes concealed weapon . You can carry it open on you but when you are in the car it goes to the glovebox unless u have the ccdw lic. So all you rednecks that say a cop told me 3 moves or 2 moves , no they did not say that !!!!!! Or leave it out in the open on the seat . You can open carry loaded on your person in a car or on a motorcycle. Saying you can't is just more redneck ignorant bullshit.
Knowlege- Ky state laws and personal experience from being pulled over on my motorcycle and in my jeep.-open carrier no ccdw.
