Is it like a Union, that Tennessee county and city government can get advice from by being a member?

It Is an advisory service of the University of Tennessee to help and give advise to cities and counties that pay a yearly fee for their services. Most people don't realize they are not an investigating group, they just look at what needs to be done and give advises on how to do it. Most small towns and counties don't really get their moneys worth from this group. They are totally pro-government which you would expect! They also give legal advise on a limited basis. It is usually called M-TAS = Tennessee Municipal Technical Advisory Service.

If you put MTAS in search in the local paper would you might be supprised at the articles pop up read a few and see just how much MTAS are involed with advice to our local governments?
Wil you find that advisory service involved with Lewisburg City Manager hiring, town of petersburg problems and Chapel hill towns problems also?
So if they don't investigate the problems or people that they might recomend too hire how would that outside the area group even be able to give the right advice?
In other words could we all say a highly paid PR Firm that from the name some might think it was the State of Tennessee, doing a full investigation and giving a full report to be relied on as the Facts?

So was the Water Department evaluation reported some might have thought was the State of Tennessee, in the local paper if based on by a paid some might think a PR firm which the Water Department might be a member of, could be if so might be called just a bunch of PR Quack, not to be relied upon for any real facts?

You are correct in your assumption. They give advise but many times that advise is not taken because as you said it is more or less sometimes a PR firm run by the University of Tennessee and not the State of Tennessee. All the stuff in the paper last week was dealing with MTAS and I was told they did not investigate the Water Department but just mentioned what need to be done to get it up to par. They don't care what has taken place in the past, none of their business, just trying to help for the future. Yes, they served as a PR firm for the Water department. I also heard that several of the councilmen was not pleased with the report because MTAS did not do an investigation that got the department in the shape it is today.
