MARSHALL CO., Tenn.-
A Marshall County woman said an email from her mother about police impersonators in Mississippi made her cautious about stopping for what appeared to be an unmarked police car as it signaled for her to pull over.

"I just kept on driving and then all of a sudden he sped up, got right behind me and started shining the spotlight," the woman told Nashville's News 2.

The woman asked not to be identified. She was traveling on Highway 431 north near Belfast around 9:30 p.m. Sunday when the incident occurred.

"He was driving really erratic and that made me kind of nervous right away," she said. "Then when that spotlight was shining, I thought a cop would never do that so I called 911."

When she called 911 dispatchers told her not to pull over because the car was not a Marshall County Sheriff's deputy.

"It scared me even worse," she said. "I was already scared because he was right on my rear bumper and he was shining that light and I could barely see."

She continued, "There were people passing. I was honking my horn and flashing my lights trying to tell them to help."

The woman said the man cut her off a number of times. At one point he got out of his car and demanded she pull over to the side of the highway.

The woman told dispatch, "He's right here at my window."

Dispatch asked her, "He's at your window?"

The woman responded, "Yes. He's telling me he's an officer of the law and that I need to pull over to the side of the road."

Dispatch told her not to pull over and she eventually was able to get away from the man. He later pulled over another motorist, a man who was also driving on Highway 431.

According to the Marshall County Sheriff's Department he had the driver's identification and was searching the man's trunk.

Deputies identified the man who tried to pull over the woman as Kevin Johnson.

The 29-year-old Petersburg man is a convicted felon. He has a lengthy arrest history. Marshall County showed 14 arrests of Johnson on various charges including theft, burglary, assault on an officer, forgery and drug offenses.

Johnson tried to run from deputies, they Tased him as he ran.

According to the incident report, Johnson pulled out the taser prongs and jumped over the side of Highway 431 down a 15-foot embankment. After a short search deputies found Johnson hiding. They Tased him three more times and pepper sprayed him before he finally surrendered.

He is now charged with two counts of criminal impersonation, reckless endangerment, habitual motor offender, evading arrest and resisting arrest.

The woman was even more relieved she did not pull over for Johnson when she learned of his criminal background.

"It makes me wonder what was he up to? Why was he chasing me in the first place? Why did he pick me?" She said. "It scares me because I don't know what he would have done if I had pulled over. I'm a small lady."

The woman had recently seen news reports about fake police officers.

Her mother also sent her an email about the search for a killer in north Mississippi authorities think posed as a police officer and pulled people over.

Two drivers were shot and killed in separate stops that investigators have linked to the same weapon.

"The email said you have a right to pull to a brightly lit spot where people are around or you can call 911," she said.

The other motorist deputies say Johnson stopped was not injured.

Johnson is set to appear in a Marshall County Court June 19. He is being held in the Marshall County jail in lieu of $30,000 bond.

Wow, glad no one got hurt here in MC. Wonder if this is the same person from the Miss. shootings? Wonder if he had guns in his car or not?

he didnt do anything in mississippi and has never been there he was out joyriding his intent was not to hurt or scare anyone i hope the lady can move on w her life knowing he would never hurt her or anyone else

So just what was his intent then? To rob another person, he already has assault convictions so quite possibly would have assaulted again.

So just joyriding means you can turn on blue lights, ride someone's bumper, shine a spot light in their eyes, pass that person and get out and flag/demand they pull over? If you also read the whole article or listen to it on the news; you will also see that she got away, but when the cops stopped him, he was going threw a trunk of another car that he stopped by impersonating an officer. That is not joy riding. It also took 3 stun's from gun and pepper spray. he has long list of crimminal activity and for the sake of argument (you are right), then why would he run? After all he wasn't doing anything. Just joyriding. yeah right, give me a break.

"Turn on your emergency lights and keep driving to a public place" is what I heard on a Nashville news channel.
Any word from Law Enforcement that can help, they ought to post it on here.

I was told by a friend not to stop when someone is having a flashing light in trying to pull you over at night.

That was in La.. It was a rural area. After I had moved away, my mom told me of a man shooting at cars just to be shooting. A lady was shot. I travelled that road after working at a nursing home. I worked second shift.

I saw a nurse on tv who DID NOT STOP and was arrested at her driveway with her husband waiting for her to come home after getting off her shift, at night.

SO PLEASE, GIVE THE TRUTH TO THOSE WHO ARE DRIVING!

You don't even drive! Why do you care? Think they might pull over your bus driver? You might want to worry more about your bus driver. The crap you referred to happened last century. Welcome to 2012. You worry about things that will never have anything to do with your life.

Anyone else that is driving will do what they will do. Like a weak animal in the jungle, if they aren't up on what's going on in life, they will be snared by a lion. You can't make those kind of people stay aware because they constantly need someone holding their hand.

He was charged with "joyriding" because he took another persons vehicle without their permission. He didn't own the car that had the spotlight, it belong to another person so that my friend is why he was charged with joyriding.

Are you nuts? He was searching a man's trunk. That's a little bit more serious than joyriding. I wish the lady would have mowed him down when he came to her window. It would have saved the taxpayer some money.

Joyriding was only one of several charges. They'd charge him with picking his nose if it was chargeable. Joyriding is a minor offense, but will not be overlooked, rather it it will be used in conjunction with any sentencing guidelines on the more serious offenses. Minor offenses can be used to tack on more time to another offense.

He could have locked the man in the trunk. I went to school and worked with a girl whose grandpa and his fishing buddy were locked in the trunk and car pushed into a gravel pit to drown. The man was an escaped inmate from Arkansas. Small towns and villages have big crime every now and then.
