Once more proving how ridiculous this whole "constable" thing really is. This job should be given to professionals like the County Sheriffs Office. Not cheap cop wannabes who are political hacks!

They are kidding right. Sounds like something out of a 1950 TV cartoon or old black and white movie.

Also, do constables carry guns. If so why didn't he shoot the tires out.

Handcuffs BEHIND-THE-BACK is probably CRUEL and UNUSUAL PUNISHMENT, you know, like Abu Ghraib and Gitmo. Something about losing our individual rights more each day. When this dude is found, he should be released immediately, as he has suffered way too much already. Well, at least give him ARD.

sounds like we need a new way to transport these people how about putting them in a steel box an dragging it behind the car.

Constables have to purchase there own equipment such as back seat "cages". And this is a job that the county sheriffs should do(with more staffing) or make a state wide constable force that is trained and funded to do the job. No more political appointments.

The current system of constable use is severely outdated. It is just another flaw of commonwealth government. It is not 1909, is it?

Why can't York City residents carry these
prisoners? I mean all they do is go to the
prison to visit anyway.....might as well get
paid for it and be doing something useful for
a change.
