More like completely distracted, or mental. That intersection (driving west on Alpine), is blind at the intersection. Walled on both sides with trees and other vegetation, there's about 200 yards worth of road, slightly uphill, stop sign in plain view the entire final stretch.

The intersection is the center of the image. Alpine road comes from the upper right to the middle. PA-74 runs lower right to upper left.
Add to the fact that due to the uphill grade, the hill peaks at the intersection. Any competent driver would at least be cautious, even if there wasn't a stop sign there. I used to use that road regularly. I always had to creep forward at the intersection to get a clear view of each direction of PA-74
Now, it's been a few months since I drove that road. There may have been new spring vegetation growing over the stop sign. If that's the case, lets wait for the lawsuit.
