Levelland has been a city of anarchy since its oil boom days. The cops have been too busy protecting drug traffickers to enforce such things as trespassing, assault, burglary, etc. Every psychopath in the country wants to move there--like Maine's serial killer, James Hicks, did. They raise fighting cocks and pit bulls for fighting all over town. There are shooting galleries for junkies on every block. They've never enforced a noise ordinance because they are too busy coddling outlaw biker gangs who make their headquarters there. Bums who never work have money for cars with boom boxes and loud mufflers. You name the crime and you'll find it there. Every home in the central part of town is a truck stop for tractors and trailers.
