Its sad that Agape House really didnt need a CUP at all. After talking to several folks who own sober living homes in CA and AZ I found that the owner of a home does NOT need any special permission for P&Z to rent thier property.
They can have special conditions in the rental agreement so long as they dont break the landlord tennant act.

The City of Winslow should have known this but, then again, perhaps they did and let it go this way to apease the mob.
