Fitchburg isn't that big, relatively speaking. All of the cops know all of the Jakes, and vice versa. And, for good or for bad, most of them know the "regular customers." These are the people who amass the public safety equivalent of frequent flier miles because they are always calling for an ambulance because the Blue Light is giving them headaches, and always calling the police to report that people are trying to run them down or are rapelling down from helicopters to break into their computers. Lynch is probably at the top of this list.
So when a firefighter sees a known crazy man who has served 8 years in prison for his part in the savage killing of a man, which involved kicking him in the head, hitting him in the head with a golf club so hard that the heads broke off, and then stabbing him with the club shafts multiple times, then of course he or she would try to restrain the assailant. It's a no-brainer. To everyone but Lynch, of course.
