The Mayor for the City of Lenoir does not have a vote on the council unless there is a tie of the council members voting. If the full board is seated, a Tie realistically will not happen (unless a member must be recused).....So basically the mayor runs the meeting and acts as a figure head.

The Council votes on the budget that is prepared by the City Manager. The Mayor is involved in that process just like the City Council is but his/her influence is minimal compared to the Council b/c each council member has a vote.

2012, use is a bizzy politician.
