I don't understand what Groton Utilities hang up is with allowing access to the reservoir areas. The Hartford our state capitol has a park built around its reservoir with walking, hiking and biking trails. What makes Groton think it is so special. So much land around all of these reservoirs (two of which are located in Ledyard town ship just) sit there with no public access. As far as policing this trail. No polices all the rails to trail areas in this state so why would this be an issue for this trail. Groton Utilities stop stalling and get off your high horse and get with the program.
