Out of Control Taxes in Russell County, WHY?

Not only did we get hit with a 15% raise but now it looks like another healthy increase in the form of a property re-assessment has arrived. From the people that I have talked with it appears that the increase is averaging between a 30 and 80% increase as compared to what was assessed last year. For example, they had "us" assessed at 150,000 and it now has been increased to 285,000. WOW, if my income would jump like that, I don't think I'd be sitting here writing this comment. Lets not forget their is a recession "still" going on and with jobs being lost every day, the price of food and gas going up, I just don't understand "their" wisdom in making this decision. Speaking of jobs, has the county reduced their work force or laid off any employees since the recession? If so, I must have missed it. Also, didn't the Board of Supervisors give the county employees a raise within the last year? Did you get one? And here's one thing that really ticks me off. "I hear" that there was a huge buyout at the School Board Central Office that cost us, the taxpayer, about 2.2 million dollars, so that "some" could retire early, and make about as much as if they were still working. Can you get a deal like this where you work? I also "hear" that as much as a 16.5 thousand dollar raise was given to those that were "moved up" to replace the empty positions vacated by those that were "bought out". I will ask that you check into this yourself and please don't accept a "smoke and mirror" answer like "the people of the county wanted us to raise their tax to keep open a school or something" in order to disguise their true intentions that has came into the open. Well maybe not all is in the open, again "I hear" that the details of the "Buy Out" are still under wraps, and "we the taxpayer" may never know.

The Tax increase is sick!!!!! Need to cut some of these FAT CATS Saleries. No JOBS how do they keep finding money to give to the people they move into these positions???? Dont replace some of these jobs. How are we suppose to pay these TAXES???? Work TWO JOBS??? No jobs in southwest va.you have to work Two JOBS if you have to pay these HIGH TAXES and cut back on other things. What Next ??????

First some positions where eliminated. Then next thing you know fancy new signs were put up at the county lines with those expensive pavers around them. So you eliminate positions then find new ways to spend money? WTF

you folks can raise hell from now to eternity on here but you wont accomplish anything. Go to the board of supervisors and voice your opinion. maybe if enough people do you might make some sense

OMG if you think taxes are high in Russell County, MOVE your ass out into the real world to see what other people pay. YOU don't have to move far just up RT 19 to Tazewell County or south on RT 19 to Washington County. My pay in Russell County is about $25,000 less that other places in Virginia but I pay about $7,400 less in property taxes that other places in Virginia. The population of Russell County is going down, we still have to run school buses up Back Valley, Hart's Creek, Sandy Ridge if only to pick up one student. We still have the same number of buses on the roads when we had 500 more students in our schools. We still have the same number of officers in the sheriff's office because we still have the same miles of roads in the county to cover. Senior citizens get a tax break in Russell County so this leaves the few people that are left to care the tax load one day I hopefully will be old so I am not complaining about that. Were we like it or not the population of Russell County is aging, young people are moving out, it's not just jobs there is not a damn thing to do in Russell County if you are NOT into hunting or fishing.

Try buying a house in the Lebanon area, the housing bubble bust sure did not hit here we are still way over priced. How can the tax assessed rate be lowered when people are getting these HIGH prices they are asking for the houses.

I have lived other places in the United States but moved home to care for my parents.

Board of supervisors board of education and administrators do what they want you can go to meetings and talk till you are blue in the face the broom handle incident in castlewood proved that when perps were allowed back in school and the school board says they found out about it through the newspaper. then at a board of supervisors meeting a supervisor gets up and says that having dilapadated vermin infested eyesores for buildings on your property is freedom god apple pie and the american flag.then they go and have their picture taken at the new fancy signs at the county lines while crying about having to cut the budget they will continue to act like this till these bums are thrown out and the administrator that let the kids back in school after the broom handle incident should be gone now that is not an elected position

I'd think to be fair you would need to compare the mean incomes of the two areas. I'll bet in these high taxed areas that it may be as much as double. Your right, our population is decreasing and nobody wants to move here and I don't blame them. As far as the housing bubble, it did effect the prices here and all of the Realtors will tell you that and prices are still down they say by about 20-30%. Several builders I know have went out of business and are working other jobs, no demand for homes. On the school bus comment, I agree 100%. A large bus running to move less than 10 kids when a small bus not do it more efficiently. And lets not forget the "transportation manager" for the county. Here, he wears a suite and tie and sits in an office, in the neighboring county his counterpart wears coveralls, and if a bus breaks down, he goes out and fixes it. Their population is greater than here.

Here's a quick tip. Get a copy of the county budget. Go down the list and you'll easily see wasteful spending going on. What you'll see is each of some of the items maybe for small amounts in the grand scheme of the whole budget but they all add up. A lot of the fat needs to be trimmed. You wouldn't beleive what some

where do you find a listof the county budget, also i would just like to mention it has been over 20 years since the last tax auction in russell county for deliquent taxes. i have asked and pushed for years to have these properties sold. first off it would move the property to someone that would hopefully pay the taxes on the property. second it would raise revenue for the county in with the sell of the property. this would in turn raise revenues for the year and raise revenues for the future with the new tax flow which would decrease the dependency of raising revenues from people that pay their taxes.

Bob, you have a great point. One of my visits at the county office to pay my taxes, I listened to one of the county workers make a comment on how many people just don't pay their taxes. Something like 40% simply don't pay (if I heard right). I hear also that things have changed at the DMV now and those that owe back taxes, can now get a drivers license, tags, register and title a vehicle. If I understand right, only a year or two ago all services at the DMV were withheld if you owed any back taxes. It looks like these people that owe and refuse to pay them have nothing to fear. I'm sure there's some politics involved as these people still vote.

If 40% simply don't pay someone is not doing their job on collections:

Pursuant to 58.1-531 of the Code of Virginia, I am reporting the administrative cost of the Setoff Debt Collection Program for fiscal year 2011. The Setoff Debt Collection Program allows state and local government agencies to offset certain debts against individual tax refunds and lottery prize winnings.
During fiscal year 2011, 309,642 individual claims totaling $51,988,998 were paid at an estimated cost of $280,894. A detailed report of costs incurred to support the Setoff Debt Collection Program is attached. The average cost per claim was $0.91.
The average claim was $167.90. The Setoff Debt Collection program continues to be a cost effective and efficient means of collecting delinquent state and local revenues. Please contact me if additional
information is required or desired. DMV is one office that looks what is owed. The only problem with the system is each and every year the names and amounts have to be re-entered into the system they do not carry from year to year.

Also the Commonwealth of Virginia has a state contract for DEBT COLLECTIONS believe me when these people go after the debt they collect.

The sale of land or a house is the last and final step in collection process.

We the people in RUSSELL COUNTY need to get up and try to VOTE different people in these offices instead the same ones all the time. Do not think County Employees should hold TWO JOBS IN ONE COUNTY.DOUBLE DIPPING.Do not think husbands,wifes,and their kids should should get all the COUNTY JOBS.

Wonder if the people who work in the tax assessor's office and the Commissioner of Revenue's office and their families and buddies taxes reassessed at 50% more like everyone else? At least one of them owns over a million dollars of property in Russell County. Check it out people!

If they can assess my home for 50,000 MORE than I paid for it they should be forced to buy it for what they value it (125,000).

I can move to ohio where the average home price is 50000 dollars and have 75000 to furnish the place with.

I can't wait until the whole nation goes the same way the soviet union did. Then we can drag these people to the streets and show them what we really think.

It's all according to where you are located. Put your house on the market at $125,000 see if it sales. Houses are selling high in the Lebanon area and even higher in the Richlands area. You can do your research on this and see I am telling the truth.
