We live in Russell County, but I totally understand why most of CGI's people wouldn't want to live here.
The internet sucks ass, there's really nowhere to eat, unless you want to eat at the same place every day (though Lettuce Bake is pretty good now they are open!), there's no recreation for young guys, etc.
What is a young guy right out of college going to do here? Even better.... where will they live? Besides the townhomes on Main Street right across from the dry cleaners, where are there nice places? These kids don't want to buy a freaking house right now.
As for the families, when CGI was first hiring, the 'family guys' were mostly already living outside of Lebanon. Why would they move if they liked it there? What if their wives already were working, kids in school, friends where they lived? Most of CGI's people can work from home.... there's no reason for people to move here.
Until the old farts that work for the town and county get voted out or die, and the town starts changing and actually WANT people to live here (instead of just say they do), it will stay that way.

Awesum, WOW what a true statement.
I have lived in the town of Lebanon for 20 years and feel the same as you. People here keep complaining about the tax breaks CGI and NG are receiving for $30,000 a year plus jobs when Bristol is giving a $25,000,000 tax break for jobs that will never pay over $10.00 an hour all retail jobs.
We need restaurants, a recreational center, and day care for children. I was a member of the Coomes Center for several years in Abingdon until gas prices got so high I would not drive over 3 or 4 times a week.
Once all the old farts die off the only thing left to do is turn the county into a Wildlife Plantation for hunting. We need to be stocking elk, and bear now it will not be that long.

Bristol/Washington County are better positioned to blow money down the rabbit hole than Russell County. Russell County is losing population, around 1% a year ifin I remember right, while Bristol and Washington County are growing. So that means less and less us of will be left to pay back the bonds long after the CGI Canadians pull out and squirt us in the eye ball. At least Grumman built their own building and pay taxes, so that might ease the burden some.

As a former CGI employee, is the rumor mill true on that 11% retention turnover they allegedly announced at this years annual tour? Or is someone just pulling my third leg? Thanks!

So true that Russell County is loosing population so lets give up and forget about any jobs in Russell County. Lets close all the schools but 3, one high school, one middle and one elementary school for the county. I think most people in Russell County would just enjoy sitting home with their thumb up their ass and do nothing. Why are people so pissed off that CGI is a Canadian company HELL most Chevrolet and Chrysler's are built in Canada, Fords are built in Mexico. People in the county are pissed off because there are no jobs for high school dropouts, get a damn life, get an education and you can EARN a job.

At least GM is a public company with stock owned by many people and mutual funds and so on, where CGI is a PRIVATELY OWNED Canadian company. I'm all for corporate welfare, but couldn't you all have found an American publicly-traded company to blow 10 or 20 million on?

It's not privately owned, captain. It's traded on both the US and Canadian stock markets.
