Well, I understand NOW what you are saying.....I am not sure I subscribe to the theory though.
I SUSPECT that the bankers are instituting these rules because they think businessmen and women who cash checks for customers are cutting into the fees they charge to people who do not have an account and present a check to be cashed. It is my understanding that some banks are charging as much as 10% of the amount of those checks if the person doesn't have an account. This is something I was unaware of until I began asking questions a few days ago. Then they wonder why folks call them banksters. I find that legalized theft from those least able to afford to pay it, but if there are many of those folks, it must make a heck of a pile in "fees" for the banks.

Secondly, those who have made it into the "wealthy" catagory, have seen their NET income increase, largely because of the favorable treatment of capital gains in the tax code.
That tax revenue fell, should be EXPECTED. Our leaders (in BOTH parties) have placed American labor in competition with cheap foreign labor markets, creating the collapse of manufacturing in the USA. Those jobs,(and the unions representing those workers) have disappeared, outsourced to Mexico, India and China. These were the jobs that CREATED the great American middle class, and nothing was done to level the playing field. Instead politicians ENCOURAGED foreign investment in those countries, and the outsourcing of those jobs.
Secondly, jobs that by their nature couldn't be outsourced, but didn't require a lot of education, had their wage rates driven lower by unfettered ILLEGAL immigration.
Lower wages for American workers, fewer and fewer benefits for workers and increasing cost share for health insurance from companies that still provide it at all, further lowered take home pay. SO....we have a shrinking number of middle class people paying INCOME taxes to the government.
At the same time, "we" cut and cut and cut the tax rates on 'investment" income, incentivising passive income over work, and those incentives worked. So we have a number of wealthy people doing extremely well, a growing underclass living from paycheck to paycheck, and a large segment of the former working poor who have been driven onto public assistance. Their reward for the actions of those who they sent to represent them ....the disdain of those who have "arrived".
This is where I see us. A victim of the actions we asked for, by allowing those we elected to destroy the American Dream.

This is a fair assessment and I applaud your taking the time to post it. Where you an I may disagree is that I feel that the income tax should be completely phased out in favor of a flat tax - or a consumption tax, with ALL deductions rendered null and void. With a flat tax, the wealthy would still pay a larger portion...and with a consumption tax, the wealthy would pay more due to their purchasing more and bigger ticket items. I doubt either has a chance seeing as the income tax is so ingrained and utilized so well in class-warfare by politicians.

I will not tell you which county I live in, but suffice to say it is included.
Hamblen County, 9.2%
Grainger County 10.5%
Claiborne County 10.2%
Hancock County 10.6%
Hawkins County 8.0%
Greene County 10.4%
Do you see any rates over 10%?
I took YOUR advice and accessed the census bureau site, and I was badly mistaken...you are right there were no incomes near the $26k figure.....they were MUCH LOWER.
Hamblen County Per Capita income $21,332.
Grainger County $17,381.
Claiborne County $18,012.
Hancock County $13,417.

I will wait to hear the proposals made. Then I can decide for myself if they sound reasonable and constitutional, or are an overreach of executive power.
(The parents of those kids in Ct. may have different ideas about what constitutes executive overreach than you or I do, and it would pay us to remember that as well.)

I haven't heard much about the flat tax proposal since Steve Forbes ran, and though I hate to admit it....I don't remember that much about the details. One thing is obvious, the tax structure we have now is neither fair, nor producing enough revenue to fund the programs that the public demands yet refuses (or is unable) to fund.
My friend, I wish I was smart enough to know what the way forward is, but I suspect the easiest way would be for the economy to boom, wages to rise, and the treasury to benfit as a result. That is basicially what happened in the Clinton years. Unfortunately that was the result of the dot com bubble and not due to an magic stratagy followed by government or either political party.... and it happened before we had sent our best manufacturing jobs away with Clinton's NAFTA, to Mexico and before Bush gave MFN trading status to Communist China, which got the rest.
