Report offers mixed assessment of private Va. prison

This seems to be a contradiction. How can a prison that has a very high number of incidents involving drugs and high staff turnover be 'overall well-run'?
It has the highest number of incidents than all of the state run prisons combined. Are we supposed to be comforted by 'high incidences of drugs and cell phones' but overall well-run? Do not insult my intelligence please.
