These statements go to the Dept of Defense for approval; then onto Congress. This process can take five years in some ways. With Picerne, they build to suit the soldiers mission. The funds they receive amount to the soldiers monthly quarters allowance. Picerne is involved in all aspects of Fort Riley and is not handicapped with governmental bureacracy. Unless you can create a community on governmental property, having a fifty year contract, you will have a hard time in really taking much away.Picerne is for-profit company. Stop and think about it.
Housing, Jobs, Shopping, Restaurants, Recreation Centers. Fort Riley is providing everything JC wants.
Also Picerne only has to worry about subcontracting out to reliable individuals and do not have to really worry about where to get the money; the money is nearly always there and does not include having to tax its customers.
