I am new to Indy what is a constable and what do they do? In others places I have lived they are like the sheriff or police we had one or the other but here it seems they are another type of police officer. Also in Indy I see the police cars with a different badge on them its smaller than the IMPD or IPD or Sheriff. I think its department of public safety.

You are correct on the lines of public safety.
A constable has special police powers.
These are limited to an area of employment
and much more limited than a IMPD officer.
They are like BARNEY FIFE, can arrest you for obvious crimes, but may/may not have a gun.

Is he a REAL lawman or just one of the probably 5-700 who were given the opportunity to buy a badge from that southside a s s c l o w n who runs their "police force". No one really knows how many of those things he sold but the buyers seem to think it gets them out of trouble when they flash it. Easily the Perry Twp PD is the most corrupt in a state full of corrupt law enforcement.

Somebody needs to shut em down.

man made laws and man made justice. Doesn't really work now does it. When you take away the fear factor, everybody just does pretty much what they want don't they. As long as some people think they are in charge,we will always have full jails. When will we be able to run our own lives without the police always telling us what to do. The bar sells the guy enough alchohol to get drunk, then throws him out for being drunk. Then the off duty cop working a side job, grabs the guy and wonders why he takes a swing at him, then they use the full force of the Gestapo to beat him up. What a great world class city.

Another scandal from the Perry Township Constable's office? Where will it end?

First, the scandal of guns being illegally taken from the property roo, and the $1000 pay off.

Second, the selling of alleged "police powers" by the constable's office.

Third, a deputy constable, while drunked up, attacks a real police officer who was trying to keep him from reentering a bar he had just been banned from.

Questions: Why was he banned in the first place from the bar? Is this the first instance for this guy?

How many non-police have Perry Township Constable badges and are parading around the state being wanna be's?

Are these so called deputy constables buying their gas for their personal vehicles through the Perry Township Trustee in order to escape all the taxes like the wanna be;s from Homecroft were doing a few years ago?

This sounds like Homecroft all over again.

constables, i believe, are part of the civil court system (i.e. small claims court) who act as the bailiff, carry out the orders of the court, etc...

they do have some arrest powers but they are generally very limited either by law or by the head constable him/herself.

read IC 33-34-6-4.

they are NOT the sheriff or police here in indiana.

you see different police cars here in indy because we recently merged the sheriff's patrol division with that of the city's police. it is too expensive to paint all the cars the same color and there are still some IPD cars that do not have the current IMPD badging.

the cars with public safety badging generally belong to the city still but not necessarily. i believe there are a few officers with the division of public safety that have arrest powers and i guess work spedifically for the director of public safety. but some of those are just old public safety officer cars that were used as prisoner transport and are leftover...

Did the officer that grabbed this guy' shoulder identify himself first? I know if I am in a surroundings of a bar and someone suddenly grabs me (Im sure it wasn't a friendly hey guy grab) I would be subject to swing also. Damn shame they want to ruin his entire life because he may have a drinking and anger management issue.

first, management had already kicked the constable, now former, out of the place.

then the former constable came back and sgt fischer, in full uniform, told him to leave and he did. the former constable then came back a third time, as sgt fischer was leaving, and went inside.

The article said he was a security guard at Wishard. Do they have police powers there too? If so why? I go to Methodist Hospital and see their security staff, are they also police? I am also new to this city and find it hard to tell the real police from the security guards. For example Methodist security guards carry everything that police officers do and wear the same type of uniforms that "sheriff deputies" wear.
