California's education commissars Dave Long, Vincent Stewart, and Jack O'Connell will soon introduce a glorious education 'five year plan' to raise the achievement of California Latinos. The plan's two central pillars are:

1) Dumb down content and
2) Water down achievement tests.

College educated California Asian and Caucasian parents will contribute by fleeing the state while high technology CEOs will assist by sending engineering jobs overseas. Any rational board member in Silicon Valley would have to agree since California is tied for 49th place in national science scores. Once the plan is complete, equal academic outcomes for all ethnic groups are guaranteed! Just like it says in the Constitution, right?
