A St. Paul man was charged today with shooting a 14-year-old boy on Independence Day after investigators linked a bullet that shot the victim to a rifle and shell casings found at the man's house.

Thank god the gentleman who is the Iraq war veteran was there to take action and save this boys life. Second degree assault seems to have too broad a description. If he had shot at him and missed they could still call it second degree assault. Anyone who shoots at someone and connects should be charged with attempted murder or something more carrying a heavier penalty. Getting in a fist fight and injuring someone could be second degree assault.
