I too had a similar experience and since it was not the first time of bad experiences, I called their Bureau Chief in Santa Fe and explained the problems. After talking with a supervisor in Santa Fe and enduring almost 8 hours of going here and there and then needing this and that and something else.....you know the story. I finally got my car licenced and registered with the State of New Mexico. I will say not all employees at the DMV give you the round around. but there are two who are especially good at it. I guess they forget that they are state employees and have no commitment to service of the public. My run around journey began with the DMV employee not knowing where the VIN was located and according to her she also had an old car and knew where to look...not. If she had only read the bulletin from the Santa Fe office and was filed in the LV office that told her where to find the VIN on older cars I could have gotten it registered and licensed in less than one hour. I don't have to go to DMV for at least another year thank god. The bureau chief was really good and service oriented and quickly returned calls and provided good oversight in the end. Call their supervisors in Santa Fe.
