There is a reason why small towns are small, says a friend of mine. Some are small because they are entirely content and prefer to avoid any growth.

I think Luna county has taken enough risks and gambled on enough uncertian outcomes.Its not worken for us. This is another venture hazard. I guess if your a gambling man you will place your bet on an uncertian outcome. How is that being responsible? That is the nature of gaming.

Desert Sage made a case for the casino. But as Mustard Seed notes above, it would be a gamble. The experience of Atlantic City, Las Vegas, and Reno might suggest gambling communities sufffer in the end. Luna County has relatively high levels of poverty and low levels of literacy and education. I would guess the casino might win, but the city and county would share more in the losses than in the winnings. Who would get the jobs? What employment laws and regulations would the tribe have to comply with and from what laws and regulations would they be exempt?
