Boy, 12, offers free hugs in NY

Hi I understand what Mac is doing in being nice to others however sometimes its inappropriate to approach a stranger you don't know and give them a hug. Yes I like hugs too from many pretty attractive females and it makes me feel better but however you have to understand this. Yes a hug is a nice and friendly gesture and feels great but sometimes it can be inappropriate and sometimes it can make others uncomfortable too. I can't go up to anyone I want anyplace anywhere and do it. Sometimes if I know the person and I am not sure I have to ask first. Unless a signal is there. A man can't just initiate a hug first but its okay for a girl to do it yes. So how come Mac was allowed to just go up to anybody and do it and no policeman just tried to stop him please explain there are hugging etiquettes rules too.
