This man was sentenced to 5-20 years.
Does the public think that's a just sentence?
What's a little girls life worth?
He should have been charged with attempted murder since she is not the same anymore.
I think this whole case is disturbing and instead of helping the family stay together C.Y.A. terminated the parents rights and adopted her and her siblings out so the real family couldn't sue the state. That's the system for you not only can they rip children away from good parents they can bounce them from foster home to foster home than adopt them out so they don't have to answer for what they have done.
Well C.Y.A.what's your excuse for this have anything you'd like to say to the public?
And please if you would explain to the people how your agency can and do claim to the courts when children stay with one family member than another your agency says that's unstable yet how is it that your agency does the same thing and claim it;s in the best interest of the childs well being??? Your outfit is nothing more than a legal scam it keeps the courts full and Social workers employed and let's not forget the physiclogical ego they get when they can in there minds "play hero" by ripping little children from there parents and collecting a salary at the same time

How is Belle doing? Is she able to function? The last I heard she still couldn't talk and had to stay in bed all the time. Did she ever regain her skills, talking, walking, responding? We have said many prayers for this innocent child. Thanks for any info!

All I know is she still suffers from the brain damage but I don't know to what extent.
She has been adopted with her siblings.
This whole case is messed up however it is over.
Nothing can be done for her unless the people want to ban together and petition to have C.Y.A. reformed by the people. Please read all the comments to this story they are true. One day I will make a difference, I will personally hold that agency responsible when I get my law degree. I could probably do it now Pro Se but I don't want to mess anything up and it will be looked at differently presentd by an Attorney. I won't be scared either like other ones It will be my pleasure to help those familys who need it stay together and take on the outfit strong arm and hammering with the law on myside. They over step there bounds than give children who didn't even have any like this guy you should be required to already be a parent before you get to play house with someone else's kids. That would be te first law I'd put in place along with many others

He should be sentenced to life, the same sentence he passed down on this child , who will never have a normal life. All supporters of this abusive pair of idiots ought to be deeply ashamed of themselves.

His sentence makes me want to cry.
What's the qualtiy of a little girls life in Lancaster County? Appenrently not that much.
Any people want to speculate as to what his sentence would have been if it was an officials kid, or a police officers kid, an important recognized person's child. I'm guessing he would have gotten charge of a different more serious nature.
The fact that this guy was certified by the state makes it even more disturbing. The Courts for that reason alone should have sentenced him further. If that's not already a law people should make it a special one for Belle. If your a Foster Parent and you abuse the children your payed to care for you get extra and seperate charges.
Sad Sad Sad

HOW sick is it A white state worker can beat a little foster girl like he did
than this kid who is only 18 is charged for ALLEGEDLY shooting someone?

I am outraged that the D.A. would pick on a kid like that. Why not just charge him with assult MR. Stedman like Mr. Martin?
Is it because he is black and MArtin is white?
Please tell the public and justify your joke of a legal system there in the lancaster D.A.'s office.

Unfortunately No, She has been adopted
This case is disturbing and soon it will be forgotten by most......
Shit like this happens more than we are told about......
Foster care what a sick scam...... It ruins your children, yourself, and gives people in that field there paycheck at the cost of tearing innocent families apart.
But most people are so naive about the corruption within our judicial and legal systems you could shove a stick up there ass and they wouldn't even know it was there.......
Here's a case where we do know and I;m mostly the only one bitching about it while everyone else asks questions.....
Why doesn't some big shot or the public DEMAND to know this little one's Condition???
After all an agency that "we the people" or " the government" started it's only fair tax payers have the right to know where and how there money was spent ALLEGEDLY PROTECTING little children....
We have the right to know everything else why not about children who were part of our scamming and legal theivery foster system.
If this little girl was you daughter or sister hell even just a friend wouldn't you do more than just ask questions????
Would you stop at nothing to see to it this never happens to any little one by the hands of our children and youth agency ripping children from there parents instead of keeping the family together and checking on them to make sure they are safe and have what they need???
That's what there job is suppossed to be about and why they get funding but they use that funding for there paycheck and "foster care" which ensures more "funding"
What a F'n joke

I know the family Bella is presently with and she has not been adopted, but is with a very loving foster family. This family had her before she went to the Martins. She is blind, cannot talk, must be fed with a feeding tube has no control over anything as far as her motor skills. Martin presently is at a state correctional facility in Pittsburg. He says he is sorry for what he did, but the way he controls his wife and disallows her to see her parents, it appears like he hasn't changed. At the sentencing his bishop father said that "Joshua's kind, caring heart has always shown". I am sorry, but if his kind caring heart always was shown, he would not have beat a child almost to her death. The whole family still seems to be in denial and can't face the truth what their son did. They make excuse upon excuse. It is so sad.

I find it most disturbing and sad that a convicted "drug dealer" get's more of a sentence and time for a non-violent offense and this man who was a state worker/foster parent get's off with a slap on the wrist......... I can't believe that children and youth Agency would take the children from like you said the first foster family???
Since you know the Martin's isn't it true they just got there home 2 months prior to getting these kids who I know they got funding for and extra because they were special needs???
Instead of the state paying people who don't even have kids of there own to play house with they should instead pay the housing or what ever the biological parents were lacking as they would never have hurt there kids but I guess giving a salary to people like joshua martin to Foster someone elses kids is more bennifiacial and keeps the system going as opposed to helping the real family get stable and become productive and better parents..........

The biological parents weren't fit to have the children, either. Little Bella suffered abuse at the hands of her mother's boyfriend prior to being put out into the foster system. The biological parents were given ample opportunity to clean up their act, but that didn't happen.
However no matter what the biological parents did, no parent deserves their child being brutally beaten as Bella was. Joshua is an abuser, some of the people who knew him prior to his beating Bella, saw that in him.

I can tell you being told to get your act together and being accomidated and helped to get your act together are 2 seperate things.. I know at least one of the biological parents and they would never and have never hurt there kids they were young and poor and lacked propper guidnece, funding and support of course they were doomed to "failure". Once the state takes your kids which by the way s how they stay in buisness good luck getting them back and if you do they are usually more F'd up after the fact. When parents abuse kids legitamatly like this guy did they are arrested and somewhat held accountable and the birth parents were NEVER charged with Abuse of any kind.
Thus proving my point if your going to dishout money for strangers to play house and abuse kids why not let them remain with the parents the state claims is so allegedly unsafe than IF something of a concerning level (evident abuse) takes place than take propper action as you can see in this case even court intervention and placement won't prevent abuse if it's going to happen and when it does the punishment should be so severe it should make people cringe. This little girl unless a miricale happens will never live a normal life this scumbag after he gets' out will go on with his life as if it never happened what kind of message does that send to future avusers that you can work for the state and abuse kids and go on unaffected?
F'n sick

You have a valid point. There is a good possibility that if Bella would have been with her mother and grandmother, she would still be a healthy child. Even if the parents had issues, it would have been better than having the crap beat out of her, and harming her for the rest of her life.

And you are right, Joshua will get out of prison and go on with life as nothing happened. So far his restitution is over $200,000. but I am sure his Dad will help him with that.

I also find it most disturbing that CYA and the Courts force innocent people to explain away satisfactory at that assnign allegations against anyone yet the STate/ Agency refuses to answer my previous posts.
So on hearsay you can be legally harrassed with the court allowing it yet this is all fact and no one has to answer for it.
Guess they are hoping this will all go away.
I hope for little Bell's sake and the rest of the potential child victims this is NEVER FORGOTTEN

Sadly, there are so many abuse situations, I fear dear little Bella story will be forgotten. There was yet another case reported in the Lancaster Newspapers this week. But that lady got 10 years in prison and 22 years probation. From what I could determine, that child, although beaten by his step mother, suffered no permanent bodily injuries, like Bella did. Joshua got only 5 years and 15 years probation. That is sad as he deserved far more. But his family put on a real good front and I suppose the judge bought into their painting a nice picture. These are Mennonites who believe that their people stay out of government issues. Yet when one of their own brutally beats a child they threw all those beliefs out the window and did everything possible to influence the government legal system to hand out a lighter sentence for their criminal. Joshua was and still is a spoiled boy with a huge anger and controlling problem.

Aside from all the "fluff" you mentioned as to a more harsh sentence he was a government employee in a position and paid for the position to protect little children from ALLLEGED abuse so just on that note alone the judge should have made an example out of his ass but I'v posted many posts on topix about our corrupt court systems that go hand in hand with the "foster" system.
The courts are not about right or wrong it's all about money. I'm willing to be the D.A. and the Judge ruling on the matter got an untracable something gift, membership to the country club, couple of bucks to accomidate Mr. Martin with his pathetic sentence....
But who the F would ever even know it's not like the D.A. is going to investigate that further or explore the possiblity there getting there cut too.
Just like children and youth ther should be a justice for people organization/Agency to over see the corrupt courts and scamming agencies and hold them liable and accountable but good luck with that too. Why because the legislatures get "gifts" kickbacks whatever to ignore these issues. the legislative and judicial branches are so corrupt and messed up obviously it amazes me that the Amerikan people continue to silently and willingly take it up there asses.
Just like the inhumane practice of slavery came to an end in this country so should the corruptness in the courts.
Look at that poor in mate Mr. Anderson served 25 years in prison wrongfully all the while the evidence to set him free was there and ignored.
Corrupt Corrupt and Corrupt.
And unless the people take propper legal action it will continue to be that way
