Now when multiple tenants move into an apartment that is only supposed to be for 2-3 people, they will have to actually pay for all the water they use from showers and toilets flushing. Next, make them pay for all the parking they they up with their cr** cars and pickup trucks. Why should they be allowed to degrade everyone else's quality of life?

Bingo. HUD folks like to "invite relatives to visit," who tend to shower, wash their clothes, eat, and sleep there every day. Charging them for water use would make bringing in friends and relatives to live a big problem.
That's why we're hearing community government fraud advisors squawk.

Exactly. Grammy has her nice little Section 8 place. And then her grandson gets out of state prison and he needs a place to stay, so he moves in. And so does his girlfriend with her two keeds.

And then Grammy's daughter loses her job, so she moves in with her pregnant daughter. That's a lot of water for toilets, showers, laundry, washing dishes.

It's unlikely those broke-a** tenants will pay an individual water bill. But the meter readings, proof that Grammy could never use that much water on her own, will be an effective way to catch tenants who are lying about how many people live in their unit.
