Diemer got a no-bid contract to fix the problem. Why doesn't the original contractor repair his faulty work at no cost to the school district?

The original contractor should have had to post a performance bond, not sure how the contract was written or how long they are on the hook for damages. At least, if they had a smart risk manager in the district, that's how it would have been done.
This is the second significant water issue at that school!
