It's not a matter of them not being required to sound the whistle (horn), it's that they are prohibited from doing it by local ordinance. Big difference.(Assuming Antioch does have a no-horn ordinance in place.)

Most engineers I know despise no-horn zones.

I stopped short in traffic to keep from being stopped on the tracks. some dumb b---h was honking her horn behind me. Traffic moved one car length and she was now on the tracks behind me. When the gates started coming down, she was REALLY honking LOL. Fortunatly for her, traffic moved enough for her to clear the tracks. She had 3 kids in the car.

He's lucky to be in only serious condition...

Last month I read about another senior who, following the directions from his GPS, turned onto and became stuck on some railroad tracks. Fortunately he got out before the train came and destroyed his car. I believe this was somewhere in California.

You can't automatically assume the person didn't know English. There are plenty of people who have perfect reading comprehension who are just stupid enough to go around the barriers. THAT is why everyone is rolling their eyes at you. We know nothing about the person. What if they were a 30-something middle class white male who had grown up in the US and went to perfectly good schools and got decent grades. People just don't always think.
