snow in front of mailboxes

I live in Lindenurst. When we have 4 or more inches of snow, and the plows come and go, who is responsible for clearing the huge mounds of snow in front of our mail boxes? Is it me or the county? If its the county, then they need to improve there services. I have seen the mailtruck get stuck and then people trying to get to there mailboxes and having to clear a good 8-12 inches of snow in front of them to even get to it. My one neighbor is constantly out there with his snow blower by his own mailbox and also trying to remove the huge chunks before they freeze. Can someone let me know please. Thank you.
