The FAA does not have a proven backup plan. They have one on paper but it has never been proven. They had a chance to prove it when the Memphis Center went down on September 25, 2007, but no one assumed the air space. So for Jacksonville or for Miami to take over each others air space has still yet to be proven. So if you are counting on air support in your disaster palns forget it. They got lucky when Katrina hit New Orleans because there ARTCC Center was in Houston.
