Nothing wrong with this. They're using a couple blanks fired from a starters pistol. You know, the thing they use to begin races in track or swimming. It's incredible that some parents want to sugarcoat the (sad) realities of today's world from their teenaged kids.

Pointless. Given that most, if not all the people in McHenry County are are hicks and hillbillies who own guns, their children are all too familiar with the sound of gunfire. The only reason this is being done is so the police have a). something to do and b) say they are community oriented. God knows that this will be the only time that all 5 officers employed by the city will ever fire their weapons (excluding the qualification range, of course).
