Neighbor knew about abuse and did nothing

He was sitting outside in the damned rain the day the police showed up! OF COURSE THE NEIGHBORS KNEW WHAT WAS GOING ON! That wasn't the first time he was out like that and those neighbors should be ASHAMED of themselves for not reporting it LONG AGO.

IF someone is worried about 'getting involved' there are a few pay phones where an anonymous call can be made. Apparently that's what someone finally did, when this 'anonymous' call came in to get him out of the rain and give him something to eat!

Damned people, can chit-chat on the phone day and night, but can't take a split second to Do The Right Thing and SAVE SOMEONE'S LIFE! They should be charged with neglect TOO and made to pay a simple fine of 25 bucks just to prove that you can't turn your eyes away from this kind of ABUSE!

The neighbor is just as guilty as the actual abuser and should be held accountable as such.
