La Habra Heights is a tiny town with big city spending habits. The place is run by people who spend most of their careers eating at the public trough, so of course wild spending and increased taxes are on their agenda.
Perhaps Mr. Edwards could keep a better eye on the public treasury, and the lawful conduct of city business.
