Sheriff giving tickets on Rosecrans all morning....

anybody know what's going on. I drove on Rosecrans between La Mirada Blvd and Santa Gertudes and saw 7 people pulled over on both sides of the street getting ticketed. Cell phone or maybe tinted windows??? Very odd.

They are doing a crosswalk sting. I think it's about time.

DMV rule is if a pedestrian steps into a crosswalk, cars in both directions must stop till the pedestrian is completely out of the crosswalk.
So the cops had people stepping into the crosswalk and if a vehicle didn't stop immediately and went into or through the crosswalk while the pedestrian was in it the vehicle was pulled over and ticketed.

Most drivers apparently didn't know this so the city made a lot of money today

i thought you only had to wait if the pedestrian is on your side of the street/median. didn't think you had to wait until they were COMPLETELY out of the X-walk.

I guess you were lucky you weren't at driving on Rosecrans at that time.
Tickets are expensive now.

If this was only about safety for children then the city would have installed one of those new X-walks that when a pedestrian needs to cross they push a button and a flashing yellow light goes on.
I have seen these in several other cities where children are required to cross to get to or from schools and they work fantatic.
Vehicle vs pedestrian accidents go down to almost zero.

Of course those cities usually put them in after a child was killed.
Too bad LM cannot see that to be pro-active is better than being re-active.
How much is one child worth now adays ?

21950.(a) The driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection, except as otherwise provided in this chapter.

My previous interpretation is how law enforcement and the courts also interpret this law.
But then again, try driving through a marked intersection that has pedestrians in it in front of cop car. If he sees you and he isn't busy doing something else more important your ass is his.

FYI Norwalk Sheriff also does this type of operation further down Rosecrans just past Carmenita Rd from time-to-time.
Fast traffic and school crossings are a bad mix.

Hey numbskull. Continue to read the vehicle code all the way through, not just select portions which fit your needs. CVC 21950 continues on to subsection (b).

(b) This section does not relieve a pedestrian from the duty of
using due care for his or her safety. No pedestrian may suddenly
leave a curb or other place of safety and walk or run into the path
of a vehicle that is so close as to constitute an immediate hazard.
No pedestrian may unnecessarily stop or delay traffic while in a
marked or unmarked crosswalk.

Essentially what this means is that the idiots at the little crosswalk cherry patch that the sheriff's sit at and have one of their morons in dolphin running shorts jump off the curb in front of cars as they approach the crosswalk are in violation of the same vehicle code because your (a) clearly indicates "except as otherwise provided in this chapter". This is the rest of the chapter.

Although it is obvious that carrying a civil conversation is hard for you I will still respond in the hope that you will learn how.

The exceptions that you note are just that exceptions. Because there are pedestrians that fail to obey the rule of common sense.

In a normal situation where a pedestrian enters a crosswalk legally and a vehicle has sufficient time to stop, that vehicle must yield till the said pedestrian exits said crosswalk.

It really is quite simple. Although you may argue in court that one of the exceptions may have applied, if it's just your word against an officer of the law, guess who will win

This sting and the others they do are for revenue ONLY. Using "the safety of our children" is a convenient cop-out (no pun intended).

The particular intersection used during this sting is overseen by a crossing guard for the children. On the day of the sting she was asked to sit in a lawn chair on the corner and watch the officers play their little game. This particular intersection does not have an out of the ordinary crosswalk/pedestrian issue that would warrant approx 10 motor officers doing a sting. It was a horrible waste of resources & was only done to raise money for the COUNTY.

I drove Rosecrans the morning in question and they tried to get me as well. The bait officer tries to step off the curb in front of cars timing it so the driver must almost make an unsafe stop. Additionally, per the cvc section 21950 (b) No pedestrian may suddenly leave a curb or other place of safety and walk or run into the path of a vehicle that is so close as to constitute an immediate hazard. They did this repeatedly to catch drivers. They should be videotaped and all of these violations would be tossed in court.

Lastly, here's a tip if you get any ticket in LA County right now; The Sherrif's Dept laid off admin people that process the tickets so, as you might imagine, they are overwhelmed. Request extensions for you ticket at least twice and then ask for trial by declaration in the end. Your chance are far better.

I beg to differ. May kids use this intersection.
3 of my kids and my grandson have had to utilize this crosswalk to go to La Pluma Elem every week. 2 times a day during the school year.
And I have personally witness many near accidents and near misses, when car fail to stop or even slow down when the crossing guard is in the x-walk with his sign up trying to stop traffic.

How much is a child's life worth to you ?
If this "sting" saves just one kid from getting hurt, then it was priceless.

The problem really is that it will take the death of a child before the city does do something that will really make a difference.

Where you there and actually saw them "jump off the curb in front of cars as they approach" because if they didn't then what they were doing was legal and your just an idiot.

Yes, I was there. My kid goes to Eastwood. They have the crosswalk lady stand by the wall on the SW corner and not help the kids across as usual. Then there's an adult male in his dolphin shorts and fanny pack just itching to jump out in front of the cars, like Pavlov's dog. Right around the corner off Rosecrans was the multitude of motor deputies. Yes, it was a joke, not for safety but for revenue. Guess the city has to do what they have to do in these tough financial times. Should've just filled in Splash.

Your not an idiot for being there.
But you may be for believing that the value of a ticket for a moving violation is more valuable than the life of a child.
Maybe if your kid was killed by some stupid driver who wasn't paying attention and drove into an occupied x-walk you would feel differently.
Hopefully you will never have to make that adjustment in your belief.
As for me any dummy who gets a tacket for driving through an occupied x-walk deserves whatever fine they get.
It might get them and others to pay more attention to what is around them.
