Significant Damage Calculations Bogus

I recently heard the city is sending out damage estimates based on square footage and then comparing that value with the tax roles
$100,000 estimated replacement cost based on $70 a square foot.
33% estimated damaged based on some damage worksheet --$33,000 in damage
House on Appraisal Roll at $60,000 therefore more than 50% damaged. This leads to a "notice of determination" that tells you:
a) your house is more than 50% damaged
b) This means that the house has to be moved or raised.
Anyone else snared by this??
