REPLY: The U.S. Constitution says,
We the People of the United States, in Order to form a more perfect Union, establish Justice, INSURE DOMESTIC TRANQUILITY, provide for the common defense, PROMOTE THE GENERAL WELFARE, and secure the Blessings of Liberty to ourselves and our Posterity, establish this Constitution for the United States of America.
The Declaration of Independence says,
To secure the rights of life, liberty and the pursuit of happiness, GOVERNMENTS ARE INSTITUTED in such form, as to them shall seem most likely to effect their SAFETY and HAPPINESS.
