No Jobs in CC... Yet...??

Is it just me, or is the turnover here ridiculously high? Seems whatever store etc you go into around here there's different faces from the last time you went in. People looking for work, yet always saying there are no jobs, and managers ALWAYS responding to anyone asking them if they're hiring, "Not at this time.." Yet...??
It's expensive to interview/hire/train/drug test/background check etc per employee, for any company, and the turnover here across the board to be so high?... strikes me as really strange.
What's up with this???

Even in good economic times, getting a job anywhere a lot of the time is 'who you know, and/or who you blow', even in career positions; so, in bad economic times like we have now? Yeah, it can be expected to be in full swing. You hear it a lot on these boards for even the most menial minimum wage jobs, that it's the only way to GET a job here, and I don't doubt it.
But, it's still begs the question: How is it there are SO MANY new people in these jobs every time you turn around when literally ALL you hear from managers is "Not at this time" any and every time you inquire?
I get more and more frustrated with CS of any given store around here anymore because it's become rare that you run into one that has the first clue of how to do their job, let alone correctly. Are these stores etc. trying to save money by just not training anyone anymore, or what?? Hardly profitable...
I just don't get it.

Most minwage jobs attract the level who did not pursue education or lack social skills and do not feel the need to rise to the top. just a job etc,and usually the most vocal when employed yelling about time,wages, days off or the best one I hear a lot is "Can I go on break now?"managers just deal with it and accept what they get because they have to take up the slack and cover for the 5% who abuse the rules.95% of the time is spent dealing with the 5%.In these tough economics if the margin isn;t met,profit,hours,number of employees,managers get the boot fast.

Why is it that people assume that just because someone holds a job as a cashier/cook/stocker that they can't get a better one? That is absolutely not true for everyone. I have graduated from college twice with two different degrees and I am currently enrolled again and I could get a so called "decent" job, but I have children at home and choose to be a cashier because I enjoy it. My husband provides well enough for us, but I still want to do some sort of job that allows me to have extra pocket change and also leave plenty of time for me to raise our children. Why must everyone judge?
