Agreed... the Chinese are blaming their earthquakes on the U.S. Government and HAARP... and according to the U.N. Treaty on Weather Modification you can't use weather as a weapon of war on another nation... there are no provision stating you can't use it against your own...
So far as the Chinese... I guess they're out of luck... because as with everything Bush they're using a loophole... that being that earthquakes are not classified as weather...
