The headline implies there is a tax increase, but it won't be used to fix the budget. However, the article doesn't seem to say that. It appears there are ways to address the budget aside from a tax increase, and that there won't be one.

The first sentence in the article reads, "City council took a proposed tax increase off the table at a special budget work session Friday morning.".

Since the City Council is Mayes' boss, he had no choice but to salute and execute.

Since when has ANY tax increase been used to fix a budget deficit?

The ONLY way for government to reduce budget deficits is for government to quit spending more money than it has.
