Reid: "The Public Option With An Opt-Out Is The One That's Fair"
Senate Majority Leader Harry Reid announced Monday that the bill he will bring to the Senate floor will include a public health insurance option that individual states could decline to participate in.

The most fair proposal is an opt-in. Let the states who want to get involved in the federal government opt into the program. It is more difficult to opt out.
