A traffic stop near Riviera early Monday morning led to the arrest of a former candidate for Kenedy County Tax Assessor-Collector after nine illegal immigrants were found in her vehicle.

According to a criminal complaint filed with the U.S. District Court for the Southern District of Texas, a Texas Department of Transportation state trooper pulled over a white 2007 Hummer H-2 travelling north on U.S. Highway 77 around 6 a.m. Monday due to a faulty license plate lamp. During the stop, the trooper observed 10 passengers that he believed to be illegal aliens, so he requested assistance from the U.S. Border Patrol station in Kingsville.

When Border Patrol agents arrived on the scene, they identified the driver as 41-year-old Sandra Lee Miller.

Miller was a Democratic candidate who ran unsuccessfully in May for the Kenedy County Tax Assessor-Collector position. She lost to incumbent Eleuteria Gonzales.

The agents also identified one of the passengers riding in the vehicle as Maria Genoveva Guerra, a legal U.S. resident originally from Mexico, according to the report.

Further investigation revealed the remaining nine passengers to be illegal immigrants from Ecudaor, Honduras and Guatemala. Miller initially told agents she was had picked up the illegal immigrants at the corner of her house and was going to take them to the store, but then asked for a lawyer before saying anything else, according to the complaint.

All 11 individuals were then transported to the U.S. Border Patrol Checkpoint in Sarita. Guerra later told investigators that Miller contacted her to translate for illegal aliens staying in a barn near Miller’s house in Sarita. The immigrants were going to pay Miller $500 each for transporting them to Houston, but Guerra would be paid $100 for assisting, according to the court documents.

Guerra said she helped the immigrants by allowing them to use her cellphone to contact family members with instructions to wire money to the Wal-Mart in Kingsville, according to the affidavit. The money was picked up at the store on Sunday night, Guerra said.

Guerra also claimed to have heard Miller arguing with her husband, Jerry, who thought the transport “was a bad idea” and knew the immigrants were being harbored on the property, according to the affidavit.

Jerry Miller is the current Precinct 2 Justice of the Peace for Kenedy County. He was not available for comment Tuesday afternoon, a representative from his office said.

Two of the immigrants interviewed by Border Patrol agents, Adolfo Herrera of Guatemala and Rene Patricio Muy-Atencia of Ecuador, said they came into the U.S. illegally by crossing the Rio Grande River near Hidalgo on a raft last week.

Afterwards, the pair were part of a group of nearly 20 immigrants who were led through the brush before scattering after running into a marked Border Patrol unit, according to the complaint.

When the men came across a ranch with the remaining members of their group, they sent a pair to ask for help. Herrera and Muy-Atencia identified Miller as one of the individuals who later agreed to help them, but only if they paid $500 each to be transported to Houston, according to the affidavit.

According to Herrera’s statement, Herrera said Miller told the group that “no one would go into the property and her husband was a judge from the small town close to the ranch.” Miller then allowed the group to shower with a water hose and provided them with clothes, sandwiches and chicken, according to the affidavit.

The two women have since been charged with bringing in and harboring aliens, according to court records.

Judge Miller knew exactly what he had in Sandi. Every time they would get in a fight her and her fake boobs would be seen all over corpus with tons of guys. She made him look like a fool over and over.
