So let me get this straight, kingsport is paying 200k to build wetlands where people walk outside behind houses and businesses while every other state is tryi g to dry them up so west Nile dosent kill everyone......

Its a law you have to rebuild them if you eliminate them somewhere else. Its not Kingsport's fault

I think the location is the issue, plus you can buy credits from the state. The area is in shady valley which allows credits in this water shed. I would rather seen it elsewhere when it takes away good bottom land.
