River rescue called off after driver of submerged van arrives on scene
Members of the Kingsport Lifesaving Crew were moments away from diving into the chilly North Fork of the Holston River Sunday afternoon when the driver of a van found submerged up to the roof about 20 feet offshore identified himself to rescuers.

The charge for leaving the scene is ridiculous. You just supposed to stand at the bank in the middle of the night, without a cell phone, soaked wet, in the freezing cold, and wait for a cop to wonder by randomly?
